Updates to GitHub labels for package review

Hi all! In an effort to make it more clear where packages are in the review process, there have been a few slight changes to the GitHub labels regarding software submissions.

  • 0/presubmission is now presubmission
  • 1-editor-checks is now 0/pre-review-checks (this is the step where the Editor in Chief or an Editor will do some pre-checks for a repository)
  • NEW: 1/editor-assigned

And the rest is staying as-is. Hopefully I have not just created too much chaos and confusion. :sweat_smile: This should give some clarification of what to expect at each stage of the review.
